Avoid counting a cost again if it is already included in a package. For quotes in different currencies, use the same comparison date and exchange rate. Clarify the final payable amount, including any taxes specified in the proposal.

Here, the quote with the lower starting price costs more over the first year. That is not a universal rule. Monthly services must also be comparable: a higher fee may cover more work that you need.
Make “finished” something you can test
Agree an acceptance criterion alongside the price. For example: “On a phone, a visitor selects a service and submits a name and number. The designated administrator receives the enquiry, and the visitor sees confirmation. An empty required field produces a clear message.”

Clarify broad items such as “SEO included” as well. Initial technical setup differs from recurring content production, analysis and improvements. Ask for the work to be delivered rather than relying on a general promise.
What can you reduce when the budget is limited?
Preserve the main customer action: enquiry, order, reservation or contact with an operator. Separate features needed at launch from those that can follow later. Fewer pages and one language may suit an initial release if they match your audience.
An existing design can also be a sensible choice when it meets the requirements. The reduced scope should be explicit in the quote. Removing enquiry delivery, necessary access controls or testing of agreed functions simply pushes problems into later stages.
